An act of parliament, as a form of primary legislation, is a text of law passed by the legislative body of a jurisdiction (often a parliament or council). [1] In most countries with a parliamentary system of government, acts of parliament begin as a bill, which the legislature votes on.
A bill is the draft of a legislative proposal, which, when passed by both houses of Parliament and assented to by the President, becomes an act of Parliament. As soon as the bill has been framed, it has to be published in the newspapers and the general public is asked to comment in a democratic manner.
The house may debate and amend the bill; the precise procedures used by the House of Representatives and the Senate differ. A final vote on the bill follows.
