For function that manipulate strings, modern object-oriented languages, like C# and Java have immutable strings and return a copy (in newly allocated dynamic memory), while others, like C manipulate the original string unless the programmer copies data to a new string. Python allows the creation of class methods and static methods via the use of the @classmethod and @staticmethod decorators. For example, a Window object could have methods such as open and close, while its state (whether it is open or closed at any given point in time) would be a property.
