Johnson was born in Brandon, Wisconsin, the son of the politician John E. Johnson. [2] Johnson attended the public schools and Lawrence University from 1919 to 1921. He graduated from the University of Wisconsin–Madison School of Commerce in 1924. He was associated with his father in the lumber, feed, and coal business 1924–1938.
Johnson was originally a member of the Assembly from 1916 to 1922. [4] He was again a member during the 1935 session. Other positions Johnson held include member of the County Board of Fond du Lac County, Wisconsin, from 1932 to 1934 and of the Brandon Village Board (similar to city council).
