The Commonwealth of Virginia is divided into 95 counties, along with 38 independent cities that are considered county-equivalents for census purposes, totaling 133 second-level subdivisions. In Virginia, cities are co-equal levels of government to counties, but towns are part of counties.
All counties, with the exception of Arlington County, are further subdivided into magisterial districts. Each state is responsible for the redistricting of districts within their state, while several states have one "at-large" division. Redistricting must take place if the number of members changes following a re-apportionment, or may take place at any other time if demographics represented in a district have changed substantially.
Virginia is composed of a mixture of 95 counties and 38 independent cities. Maryland, Missouri and Nevada are each composed entirely of counties, except that each also has exactly one independent city: Baltimore, St. Louis, and Carson City, respectively. The District of Columbia is a single federal district that is not part of any state or county.
