Frisco is within the Dallas–Fort Worth metroplex, partially in Denton and Collin counties, in North Texas. Farm to Market Road 2478 (FM 2478) is located in Collin County. It serves the cities of Frisco, McKinney, Prosper, Celina, and Weston. FM 2478 was created in 1956 from SH 24 (now US 380 (University Dr)) to FM 1461 (Frontier Pkwy/Laud Howell Pkwy) for a length of 3.3 miles (5.3 km).

After redistricting in 2021, the Dallas and Richardson portions of the district were removed, as well as much of Plano and Frisco. The Richardson portion of the district was transferred to District 32, while the Plano, Dallas, and Frisco portions were given to District 4. In return, District 3 was expanded eastward to encompass most of Hunt County.
