Hines was born in Butler County, Kentucky, on October 8, 1838, to Judge Warren W. and Sarah Carson Hines and was raised in Warren County, Kentucky. While his education was largely informal, he spent some time in common schools. He was 5 feet 9 inches (1.75 m) tall, and weighed a mere 140 pounds (64 kg).
