Guo Liang Chi (Chinese: 郭良琪; pinyin: Guō Liángqí, born 1966), also known in Cantonese as Kwok Lung-kee or Kwok Ling-kay and his nickname Ah Kay, is a Chinese criminal who was charged and convicted by US federal authorities for murder and human trafficking. He was a leader of the Fuk Ching gang, one of the Snakehead.
One notable snakehead member was Cheng Chui Ping or "Sister Ping". [4] [5] Another is Guo Liang Chi, known mainly by his street name of Ah Kay, who was the mastermind of the Golden Venture cargo ship tragedy in 1993 that was financed by Sister Ping.

Golden Venture was a 147-foot-long (45 m) cargo ship that smuggled 286 undocumented immigrants from China (mostly Fuzhou people from Fujian province) along with 13 crew members that ran aground on the beach at Fort Tilden on the Rockaway peninsula of Queens, New York on June 6, 1993, at around 2 a.m.
