Utkal University of Culture was established by an ordinance on 9 June 1999, which was later replaced by Utkal University of Culture Act 1999. It was established as a teaching-cum-affiliating university to preserve, promote, propagate and protect the richness of Odisha's cultural values. [3]

The Odisha State Film Awards have been conferred by the Department of Culture of the Government of Odisha, India. The awards were initiated in 1968. The awards are decided by independent juries formed by the Department of Culture. The jury usually consists of eminent personalities from the film fraternity, academic, journalist and public servants.
