The Town of Danvers, Mass., voted at the Annual Town Meeting on March 18, 1974 to establish this area as a local historic district regulated by a Historic District Commission, in order to preserve the historic structures and their architectural features. Prior to 1821, the only recognized form of government in Massachusetts was the town meeting. On April 9, 1821, an amendment to the state constitution was approved that permitted municipalities to choose other forms of government. On February 23, 1822, the Governor approved an act that granted a city form of government to Boston.
