Houston, known for its fast population growth, began planning for a second beltway in the 1950s (the first was the I-610 loop, created between the 1950s and the 1970s). The beltway was designated as part of the state highway system, reusing the Loop 8 number, on May 7, 1969.

The namesake of the tollway is Westpark Drive—an east–west major arterial running through a mostly industrial area. Like other toll roads in the Houston area, the speed limit is 65 mph (105 km/h)—even inside Beltway 8. The Westpark Tollway is the first fully electronic toll road in the United States.
It is approximately 11 miles (18 km) west of downtown Houston at the intersection of Interstate 10 and Gessner Road.
