Skilled worker. A skilled worker is any worker who has special skill, training, knowledge which they can then apply to their work. A skilled worker may have learned their skills through work experience, on-the-job training, an apprenticeship program or formal education. These skills often lead to better outcomes economically.

A New Economic Action Plan 2015 took effect in January 2015, in which the skilled worker program shifted away from the more need-based program per labor market demands.

EB-3 visa. EB-3 is a visa preference category for United States employment-based permanent residency. It is intended for "skilled workers", "professionals", and "other workers". [ 1] Those are prospective immigrants who don't qualify for the EB-1 or EB-2 preferences. The EB-3 requirements are less stringent, but the backlog may be longer.
