Indefinite and definite articles are unnecessary in headings, but exceptions for clarity should be allowed. Headings should use concise terms that summarize the topic. Wikipedia:Naming conventions (definite and indefinite articles at beginning of name) should be synchronized with this guideline, as these names are often used in headings.
The headed sub-section should be retained, with a concise version of what has been removed under an italicized header, such as Main article: History of Ruritania (a list of templates used to create these headers is available at Category:Wikipedia page-section templates). Otherwise, context is lost and the general treatment suffers.

Headings, subheadings, and subsubheadings are extremely valuable in long articles. The reader who has a specific area of interest should be able to look at the TOC and go directly to the relevant section. In that context, I have no problem with a particular section that's fairly short.
