As an Australian I don't feel that skivvy and turtleneck are really the same. A skivvy is a tight fitting long sleeved shirt with a normal, flat neck, while a turtleneck is an independent garment (that may also be a tight shirt, but is defined by the large neck), and I think most Australians would agree that they are separate articles of clothing.
