Peel Council was formed in 1973 when the Regional Municipality of Peel was created to replace the old Peel County. It was created by the province to deal with counties with significant growth patterns. It is supposed to mimic the role of the former Metro Toronto Council.

Peel County Courthouse is a historic building located in Brampton, Ontario and served as a courthouse and jail for Peel County and Peel Region, as well as the first home of Peel Regional Council. The two court house was built in a Venetian Gothic style in 1865–66 by architect William Kauffman and Peel County Council began sitting in 1867. [ 1 ]

In 1991, Fennell was elected to Peel Regional Council to represent Wards 3 and 4. [4] Her first term as a regional councillor saw her chair the Brampton Budget Committee and saw the first zero-tax increase in Peel Region's history in 1993. [ 6 ]
