I just visited the Eiffel Tower and the restaurant on the first floor was call "58 Tour Eiffel". The first level of the Eiffel Tower is 57m to 58m. A visual inspection of a photo of the tower will show that the first level is not approximately 1/3 of the overall height, i.e. 95m/324m.
