Jan 26, 2018. #21. UPDATE -- I think I've found the solution. You have to completely, totally, absolutely "Sign out" of all things iTunes Store/account by going to Account > Sign Out. Until then, even though you may not be actually "signed in", it thinks you are kinda signed in, or want to be.
I would suggest opening Preferences – Restrictions, disabling iTunes Store and restarting the app. The same script can be used for other versions of iTunes, I’ve tested it on 12.7.5.9 and 12.8.3.1.
Reset iTunes Store cache. I had this same issue today, and it was so vexing! I tried restarting, reinstalling iTunes, updating my DNS settings, throwing away and rebuilding .plists, and nothing seemed to help. I knew it was a preference/cache-type issue because iTunes worked fine when I created a new user account.

Sales tax is typically a percentage of the sale price. Around 7-8 percent is pretty typical. It also usually depends on what state, county, and town you live in. Each level of jurisdiction will charge a rate that combines for the actual sales tax rate.
Using an iOS device: 1. Tap Settings > iTunes & App Stores > Apple ID > View Apple ID > Country/Region. 2. Follow the onscreen process to change your region, agree to the terms and conditions for the region if necessary, and then change your billing information. I hope this information has been helpful to you.
