Born at Kensington, Bentinck was the elder son of Lieutenant Colonel Lord Charles Bentinck [2] and of Anne Wellesley, formerly Lady Abdy. [3] He had a younger brother, Arthur Cavendish Bentinck, and two sisters, Anne and Emily. His was frequently addressed as William or William-Charles to distinguish him from his father.
Anne and Lord Charles were married on 23 July 1816, enabling their first child (which she was expecting) to be born legitimate three weeks later. [2] They had four children: Anne Hyacinthe Cavendish-Bentinck (1 September 1816 – 7 June 1888) [3] Emily Cavendish-Bentinck (died 6 June 1850), who married the Rev. Henry Hopwood and had children.

Lord Charles was the third son of Prime Minister William Cavendish-Bentinck, 3rd Duke of Portland by his wife Lady Dorothy Cavendish, daughter of William Cavendish, 4th Duke of Devonshire. Portland's mother died only a few days after his birth.
