Phytosanitary Certificate - Certificate patterned after the model certificates of the IPPC [FAO, 1990]. In the U.S., this is an official document (PPQ Form 577) that attests to the phytosanitary condition of commodities and is issued by an Authorized Certification Official.
Phytosanitary certificates are issued to indicate that consignments of plants, plant products or other regulated articles meet specified phytosanitary import requirements and are in conformity with the certifying statement of the appropriate model certificate. Phytosanitary certificates should only be issued for this purpose.
This notably includes procedures on the import of live plants, fresh fruits and vegetables, and solid-wood packing material. Domestic standards are delegated by the National Plant Protection Organization (NPPO) which assumes the responsibilities for ensuring the U.S. export program meets international standards.
