In 1928, the buses were introduced into the urban transportation system, but the development of the system was slow, especially until 1936, and up to the after World War II, the bus transportation lagged behind the trams. In December 1981, the plan Metro Belgrade was finished and was presented to the city council in 1982. One of the ideas was that the Soviet Union could build the metro, and in doing so free itself of debt owed to Yugoslavia. This was however opposed by the republics Slovenia and Croatia.
