The reason for "mid length handguards" on the AR15 is cosmetic and designed to eliminate the dorky look of the extra barrel length of a 16" carbine which will not accept the all important bayonet. 10" SBR vs 16.75" Tavor with long Smith Vortex. A pair of 16" 5.56mm carbines (actually the Tavor barrel is 3/4" longer): -- Chuck

If you pin and weld a suppressor onto a short barrel to bring the total barrel+suppressor length to 16" or more, then you would have a one-stamp gun. There would be an NFA stamp for the suppressor but no need for the rifle, same as pin and weld any muzzle device to bring the barrel to 16".
They also make their compensator in normal and extended lengths. I have one of the normal length ones on a rifle and it works well considering the price. If you want to go fancier, the Battlecomp extended version or pretty much any Surefire flash hider or brake is also a popular choice for pinning on a 14.5" barrel.
The ATF procedure for measuring barrel length is to measure from the closed bolt (or breech-face) to the furthermost end of the barrel or permanently attached muzzle device. Permanent methods of attachment include full-fusion gas or electric steel-seam welding, high-temperature (1100°F) silver

Of course a 14.5" barrel is legal if you PERMANENTLY attache a muzzle device to it that brings the length up to 16". The muzzle device can even be a simple tube made to look like a fake suppressor. I've heard the YHM Phantom family of suppressors (longer than the A2) are Long Enough to accomplish this.
I only have experience with one 18" barrel. My "last" AR15. Rifle length gas system, 18" SS barrel with a 1 turn in 7" twist. It did fine with 5.56X45 type loads (hotter than I would normally reload/shoot in my AR15's, but I'd regularly have failures to pick the next round out of the magazine with my favorite load.
Its 16 inches for a rifle barrel and 18 inches for shotgun barrel. Go under those and your in SBR/SBS/AOW territory. The overall length cut off is under 26 inches for rifles (and I belive shotguns) on the federal level. The state has an under 30 for a semiautomatic centerfire rifle equals assault weapon.
