The Hong Kong International Arbitration Centre (HKIAC) is an institution based in Hong Kong, providing alternative dispute resolution services from administered and ad hoc international arbitration to mediation, adjudication and domain name dispute resolution. It was founded in 1985.
From 1984 to 1989 (with a brief break), Kaplan chaired the Hong Kong branch of the Chartered Institute of Arbitrators. He later became Overseas Vice-president of the institute, and finally President in 1999–2000. From 1990 to 1994, he served as a High Court Judge in Charge of the Construction and Arbitration List in Hong Kong.
