Begum Viqar-un-Nisa Noon also founded the Viqar-un-Nisa Noon Girls' Higher Secondary School in Rawalpindi. This college was the first established part of the school, but it has since then been taken over by the government.
From 1984 to 1993, it was affiliated with the University of Engineering & Technology, Lahore. In 1977, the polytechnic institute at Peshawar Road, Rawalpindi, was closed down by Gen Zia-ul-Haq, and was converted into EME College. In 2003, EME received ISO 9001-2000 certification. Its Ph.D. program started in 2006. [5]

Following Rawalpindi's capture by the British East India Company, 53rd Regiment of the company army took quarters in the newly captured city.
