The concept was trialed in 1998 at Elmwood School. Following approval for the school under designated special character criteria, a primary school named Discovery 1 was launched in 2001 in central Christchurch. In 2003, a secondary school named Unlimited (later renamed to Unlimited Paenga Tawhiti) was established nearby in the city mall area.
