The SSC movement was established in the first half of 2009. A meeting was held by the Dhulbahante clan to establish a regional government directly under the Federal Republic of Somalia, including residents of Sool, Sanaag, and Cayn. In early 2012, the Khaatumo State was established in Taleh, a significant town in the Sool region.
In September 2018, drought and deforestation in the southern Sool region reportedly made it difficult to raise cattle in Karin Dabayl Weyn, once considered a suitable grazing area. [ 15 ] In June 2020, Puntland forces invaded Karin Dabayl Weyn, but were repelled by Somaliland forces stationed nearby. [ 16 ]

The Nugaal Valley is a key pastoral area which spans across four regions, Nugal and Bari in Somalia and Sool, Sanaag and Togdheer in Somaliland.
