He was born on July 2, 1932, in O'Neill, Nebraska and graduated from Ewing High School, (Ewing, Nebraska) in 1950.He later graduated from the University of Nebraska College of Agriculture and served in the U.S. Air Force, (Strategic Air Command), from 1954 to 1956 before earning his D.V.M. from Kansas State University in 1961.

Phillip Jerome Warner (November 23, 1927 – April 20, 1997) was a farmer and politician in the U.S. state of Nebraska. He served as a state senator from Waverly, Nebraska in the Nebraska Legislature. His father, Charles J. Warner, served in the Nebraska Legislature as well, and also later as Lieutenant Governor of Nebraska.
