Article XVII of the Constitution of Hawaii provides for two means by which measures can be placed on the ballot: [9] Measures can be placed on the ballot by the Hawaii State Legislature passing a constitutional amendment. Constitutional amendments will not go into effect until after approved by a vote of the people (Article XVII, Section 3).
