It is a value generation strategy. An alternative to Hi/Lo would be for the application to generate keys as universally unique identifiers (UUID).

Because the family field only had used the values ranging from 0 to 13 in the past, it was decided that a UUID with the most significant bit set to 0 was a legacy UUID.
