   Looking at your ADMX file I wonder why you use "0-Google" as key name. The article you reference mentions to use a GUID for each search provider. Please change your file to according to this. Besides this, please check the registry.pol file of your policy file in SYSVOL. You can use regview.exe from Resource Kit for that.
