Files that contain machine-executable code and non-textual data typically contain all 256 possible eight-bit byte values. Many computer programs came to rely on this distinction between seven-bit text and eight-bit binary data, and would not function properly if non-ASCII characters appeared in data that was expected to include only ASCII text ...

^ The primary format is binary, but text and JSON formats are available. [8] [9] ^ Means that generic tools/libraries know how to encode, decode, and dereference a reference to another piece of data in the same document. A tool may require the IDL file, but no more. Excludes custom, non-standardized referencing techniques.
This is a list of some binary codes that are (or have been) used to represent text as a sequence of binary digits "0" and "1". Fixed-width binary codes use a set number of bits to represent each character in the text, while in variable-width binary codes, the number of bits may vary from character to character.
Character-based (text) files usually have character-based headers, whereas binary formats usually have binary headers, although this is not a rule. Text-based file headers usually take up more space, but being human-readable, they can easily be examined by using simple software such as a text editor or a hexadecimal editor.
Plain text is also sometimes used only to exclude "binary" files: those in which at least some parts of the file cannot be correctly interpreted via the character encoding in effect. For example, a file or string consisting of "hello" (in any encoding), following by 4 bytes that express a binary integer that is not a character, is a binary file.
LNK – binary-format file shortcut in Microsoft Windows 95 and later; APPREF-MS – File shortcut format used by ClickOnce; NAL – ZENworks Instant shortcut (opens a .EXE not on the C:\ drive) URL – INI file pointing to a URL bookmarks/Internet shortcut in Microsoft Windows; WEBLOC – Property list file pointing to a URL bookmarks/Internet ...
This article is about encoding of binary. Decimal, hexadecimal, and all text-representation of a binary in a certain base are encodings (half of the entries of the table). It is not about encoding *of* text, it is about encoding *to* text. The decimal encoding is as relevant as base58. It is a way to represent a binary integer with text characters.
