Clemins was born in Mount Vernon, Illinois on November 18, 1943, and graduated from the University of Illinois at Urbana-Champaign with a Bachelor of Science degree in electrical engineering. [1] He was commissioned upon graduation and entered the Naval Nuclear Power program, serving aboard ballistic missile submarines.

He was also the editor of The Jeffersonian newspaper in Mount Vernon and was involved with the Democratic Party. Tanner served in the Illinois House of Representatives in 1855 and 1856. He served in the Illinois constitutional convention of 1863. In 1873, he was elected an Illinois Circuit Court judge. Tanner died in Mount Vernon, Illinois. [1] [2]
