    In reply to Sarge Baldy above, terrorism used to have a clear definition, and still has outside the USA, while the US govenment has over-used it and turned it into a propaganda term. I think we should distinguished between: calling an event 'terrorist attack': this should be possible without attribution, just by the nature of the event.
