Arkansas Highway 21 (AR 21) is a north–south state highway in north central Arkansas. The route runs 99.14 miles (159.55 km) from U.S. Route 64 (US 64) in Clarksville north across US 62 to the Missouri state line. Arkansas has long had a stigma of poor roads, dating from the "Arkansas Roads Scandal" playing a prominent role in state politics through the 1920s and 1930s, periodic allegations of corruption, waste, and fraud, and a long-running struggle to adequately fund the operation, maintenance and expansion of a large highway system serving a rural state.
A second route runs through a sparsely populated segment of the Ozark Mountains between the Buffalo National River and Highway 21 near the Missouri state line. The northern segment was created in 1928 and was designated as Arkansas Highway 21E (AR 21E) in the 1950s. Upon restoration as AR 103, the route saw extensions in 1957, 1960, and 1973.
The route was created by the Arkansas State Highway Commission between Highway 21 and the Missouri state line on July 10, 1957. [1] It was extended south on November 23, 1966, between US 62 in Berryville and the Madison County line. [6]
