Lower Volga Region – from the mouth of the Kama River to the Volga Delta in the Caspian Sea, in Astrakhan Oblast. The geographic boundaries of the region are vague, and the term Volga region is used to refer primarily to the Middle and Lower sections, which are included in the Volga Federal District and Volga economic region.
The Volga (Russian: Волга, pronounced ⓘ) is the longest river in Europe and the longest endorheic basin river in the world. Situated in Russia, it flows through Central Russia to Southern Russia and into the Caspian Sea. The Volga has a length of 3,531 km (2,194 mi), and a catchment area of 1,360,000 km 2 (530,000 sq mi). The Volga Federal District (Russian: Приволжский федеральный округ, IPA: [prʲɪˈvolʂskʲɪj fʲɪdʲɪˈralʲnɨj ˈokrʊk]) is one of the eight federal districts of Russia. It forms the southeastern part of European Russia. It is the second most populated federal district (after Central).

According to the Maritime Board (Morskaya Kollegiya) of the Russian government, 17.6 million tons of cargo were carried over the Volga–Baltic Waterway in 2004, close to its maximum capacity. The Lower Svir Lock was one of the two busiest locks on Russia's inland waterways (the other one was the Kochetov Lock on the lower Don River). [8]
