Template data is great for editing existing templates, but does not currently automatically pull in parameters when you create a new template. The ability to have it do that is being worked on now. There is some delay between the implementation and it showing up in existing templates – which makes debugging slightly difficult.
Most protected templates already have a sandbox subpage and testcases subpage. The names of these pages are default. At the bottom of each template's page are links to create/edit the template's sandbox and testcases pages. For example, here are the subpages for {{FlagIOCmedalist}}:

A template editor should not revert the edit of their peer on a protected template without good cause, careful thought and (if possible) a prior brief discussion with the template editor whose action is challenged.
