Sure helicopters can attack tanks and infantry, but so can fixed-wing aircraft. And there's obviously a lot that fixed-wing aircraft can do that attack helicopters can't. Helicopters are far more vulnerable — bigger, slower, less maneuverable, fly lower, have no stealth capabilities — and they aren't even that much cheaper than fighter jets.
