Planning for the Toronto–Barrie Highway, which would become Highway 400, began in 1944. [1] The two routes connecting Barrie with Toronto at the time, Highway 11 and Highway 27, were becoming congested. Grading on a new alignment between Weston Road and Jane Street was completed from Wilson Avenue to Highway 27 (Essa Road) by 1947. [3]
