However, East St. Louis entered a severe decline due to the loss of its industry, racial discrimination, and a corrupt and mismanaged city government. The historic district suffered the same fate as the city; the district is marked by vacant lots and abandoned buildings, and all but one of the houses had been vacated or demolished by the 1970s. [2]
The building served as the city's main post office and still serves as the courthouse of the Southern District of Illinois; it is named for U.S. Representative Charles Melvin Price. Supervising Architect James Knox Taylor designed the Beaux-Arts building in 1907; construction began the following year and was completed in 1909.
The bank's opening followed a major race riot and a series of corruption scandals in East St. Louis, and its construction marked a turnaround in what had until then been a struggling city. The new building inspired confidence in the city's downtown, and several landmark buildings were built in downtown East St. Louis in the ensuing decade.
