Carroll County is a county located in the state of Ohio. As of the 2010 census, the population was 28,835. Its county seat is Carrollton. It is named for Charles Carroll of Carrollton, the last surviving signer of the Declaration of Independence.
The office is open Monday through Friday, from 8:00 a.m. to 4:00 p.m. (excluding holidays) and is located on the second floor of the Carroll County Courthouse at 119 South Lisbon Street, Suite 203, Carrollton, Ohio 44615.

In the session of Ohio State congress 1832-1833 Carroll County was formed from parts of Columbiana,Stark, Tuscarawas, Harrison and Jefferson counties. The population mainly originated from Pennsylvania, Virginia and Maryland, with a few Germans and Scotch-Irish.
Under statute the County Recorder shall serve on the County Records Commission which authorizes the retention of county records and determines when or how these government records may be disposed of.
