The issue is the "dead weight" of all the warship's combat systems burdens down the warship's dV, while a fuel tanker doesn't have that penalty. In situations where the 35 minimum crew is a bigger issue than the warship penalty, the drop tanks are superior; otherwise use fuel-ships.
Almost every time I update World of Warships in the Steam launcher I have this issue. The game will download no problem, 100%. A warship contain only 35-60 number of crews, so how can their lack of commanders? If they have many(e.g. 30 warships or more) ships, then it will conflict with the first conclusion. Does anyone have ideas about this question?
