Saint Anthony's Battery was built by the Order of Saint John on the easternmost point of Gozo, known as Ras il-Qala, and it was intended to guard the channel between Gozo and Comino. The battery was proposed in 1730, and construction commenced in 1731 and was largely complete by December 1732. The final finishing touches were made in 1734.

Gozo Region (Maltese: Reġjun Għawdex) is one of six regions of Malta. The region includes the islands of Gozo, Comino and several little islets such as Cominotto. The region does not border any other regions, but it is close to the Northern Region. It was created by the Local Councils Act of 1993.
The island is protected by law. Ħalfa Rock is located approximately 65 metres (213 ft) from the south coast of the Qala municipality. It is part of a geological formation making up the island of Comino, and the upper areas of Qala. The rock is administratively a part of the Qala local council area.
