Taking a photo or video of someone or drawing them in a painting constitutes an illegal act by itself according to Article 57 of the Greek Civil Code (57 ΑΚ, 57 Αστικός Κώδικας) even without any publication of the resulting photo, video or drawing.
Consent is also required for publications of images of individuals in public spaces, but no consent is needed if the subject in public space is a public figure, if the ordinary individual is photographed as part of a large crowd, or if the publication of the same ordinary individual "is in the public interest".
For images, you are not limited to CC BY-SA: any free license will do. If the photographer's identity is unclear (for instance, if an image was uploaded stating the photographer's name and claiming a free license, but the image cannot be found on the web), ask them to confirm that the image is theirs.
