Professional in Human Resources (PHR) is a certification in the human resource management profession. HRC was established in 2003 from the merger of the United States Total Army Personnel Command (PERSCOM) in Alexandria, Virginia and the United States Army Reserve Personnel Command (AR-PERSCOM) in St. Louis, Missouri.
