Some residents felt neglected by the United States government. They worried about the lack of sufficient troops to fight the Apache.

Southerners wanted an east–west division, whereas Northerners favored a north–south division of the territory. After the war began, the Confederacy established the Arizona Territory in February 1862 using the east–west boundary. Subsequently, the United States created Arizona Territory in 1863 using the current state boundary.

J. T. Lloyd also published Lloyd's American Railroad Weekly and early maps of the America Civil War. [9] He was a "prolific" publisher during the war, selling material both original and appropriated. [10] In 1861 he advertised that both Millard Fillmore and the library of the U.S. Department of State had ordered copies of his maps. [11]

Governor Baylor later gathered soldiers in his own regiments to form an Arizona Ranger Company, one of three planned.
