True charging and maintaining algorithms, settings for various types of batteries (AGM charges differently than flooded), true analysis of THAT battery to which it is connected.

The a blinking green light means the battery is still being charged. If disconnect you see a blinking green light the Battery tender thinks it's still connected to a battery. While connected its charging voltage should be 13V+. I think it'll go over 14V depending on the battery's state of charge.
I assume you're comparing the Battery Tender 'Plus' vs 'Jr'. A quick comparison from the official Battery Tender site:-- Plus is 1.25A (Jr is 0.75A) - difference is not important unless you find a dead battery-- Plus has indicator lights - lets you know its working and what mode it's in
Would the Battery Tender Junior fully charge a lithium battery, such as the Energized Outdoors 12v/10ah? I’ve heard somewhere along the way that lithium batteries require a specific charger designed for them in order to get a full charge.

That Tender lead is 16Ga same as my Warm and Safe lead fused at 15A. In fact WnS recommend replacing the 7.5A fuse with a 15A fuse for use with their heated clothing. Some sensitive gear may die faster than a fuse can react but other gear may relay on the fuse going so as to protect it.
FIrst 'tender' is a generic term taken from Deltran's Tender (brand name) lineup similar to Xerox Kleenex and Coke. Given Deltran's branding it wouldn't be good marketing to call their kit "tenders". And possibly confused with "Tenders" Deltran would probably take umbrage.

I can’t agree more with Kevin23, Battery Tender Jrs made by Deltran are the best. I have never cooked a battery with them even on vented lead acid motorcycle batteries (notorious for loosing electrolyte). There are knock off of this charger so beware.
