The PSHS-CARC was established through the congressional efforts of Baguio Representative Mauricio G. Domogan. Saint Louis University was founded on December 1, 1911, by Rev. Fr. Seraphin Devesse, CICM for 10 local boys in the City of Baguio. Along with his relocated St. Patrick Church, he founded a one-room elementary school in Baguio at what is now Cathedral Hill for ten local boys, naming it the Saint Louis School.
With its desire for helping many students in the city, the school evolves itself offering degree programs in 1951. The Board of Directors changed its name into 'Lyceum of Baguio' in 1976, then changed it to Baguio Central University in 1977. The school continued to expand their academic programs until 2002.
