The key phrase you're missing here is that the cloak gives disadvantage on "attack rolls." Making an attack is not the same as making an attack roll. A grapple is an attack, but you're making an "ability check", NOT an "attack roll". Therefore, the cloak does not, per RAW, give disadvantage on the ability check associated with a grapple attempt.

The Cloak of Displacement is a mid-to-high level item so it'll be hard to properly say what Dex the caster would have or the attack bonus of enemies. But Blur is nearly identical in effect and casters can get that from 5th Level. Going Point Buy, we can assume they are quite likely to get +3 or +4 to the Dex.
What I'd planned as a 5/10 minute temptation ploy turned into 3 sessions of amazing and satisfying character growth, so of COURSE I had to reward her, by having the cloak actually converted to Good alignment, having been moved by her. Maybe it wasn't RAW, but it was immensly satisfying for her and the party, so I regret it not one bit :)
