For the 2021–22 Prva HNL, eleven clubs were issued a top level license: Cibalia, Dinamo Zagreb, Gorica, Hajduk Split, Hrvatski Dragovoljac, Istra 1961, Lokomotiva, Osijek, Rijeka, Slaven Belupo and Varaždin.
