Alfred Duma Municipality (Zulu: UMasipala wase Alfred Duma) is a local municipality within the uThukela District Municipality, in the KwaZulu-Natal province of South Africa. It was established for the August 2016 local elections by merging the Emnambithi/Ladysmith and Indaka local municipalities. [2]
The Alfred Duma Local Municipality council consists of seventy-three members elected by mixed-member proportional representation.Thirty-seven councillors are elected by first-past-the-post voting in thirty-seven wards, while the remaining thirty-six are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.

The town of Ladysmith is the economic hub of the municipality; it accommodates the municipal offices, major schools, main police station and magistrates court, as well as a variety of commercial, industrial, and retail outlets.
