Chang'an University (CHD; Chinese: 长安大学; pinyin: Cháng'ān Dàxué) is a public university located in Xi'an, Shaanxi, China.It is affiliated with the Ministry of Education, and co-funded with the Ministry of Transport, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, and the Shaanxi Provincial People's Government.
According to the Phase 2 List of the Double First-Class Construction, the previous university classifications have been abolished, and a total number of 147 universities have been included in the plan (accounted for 4.88% of 3,012 Chinese higher education institutions), after 7 universities newly adding into the list since February 2022.

Project 211 was a project of developing comprehensive universities and colleges initiated in 1995 by the then National Education Commission of China, with the intent of raising the research standards of comprehensive universities and cultivating strategies for socio-economic development.
The plan established centers at universities that support defense-related research and development such as Harbin Engineering University, Beijing Institute of Technology, Beihang University, Northwestern Polytechnical University, Nanjing University of Aeronautics and Astronautics, and Xidian University.
From 2006-2017, Sha was a deputy president of Chang'an University. In 2019, he was appointed president. His research is related to highway engineering and he has published several papers on this subject.
Central South University (CSU; 中南大学) is a public university in Changsha, Hunan, China. Funded and overseen by China's Ministry of Education , it is a member of Project 211 , Project 985 , and the Double First-Class Construction initiatives.
