While what you're saying isn't wholly untrue, you're oversimplifying and not taking into account the added obstacle of getting the kei truck CARB legal to properly register in California. To answer OP's question, most Kei trucks you'll see in California will not have California plates. Make of that what you will.
Hi Kei friends, I just recently invested a solid chunk into importing a dozen kei trucks as a used car dealer into Michigan. I’m assembling my CBP and EPA paperwork to bring to the Michigan DMV. All were cleared for import and are in possession. An acquaintance told me today that michigan has banned Kei vehicles from street legal titles.
The costs for the import process will be for me slightly higher. For Hawaii state residents, here's my breakdown: $4020 kei truck from Mitsui LTD (great, helpful company) $2200 shipping. $1005 25% duty. $661.96 Customs Entry Service, ISF fee, State warfage fee, DMV registration, safety check, weight station fee.
